Give more info.
Whats it trying to download?
Whats the program running it? (possible to find)
What kind of pop up?
Are you running Win XP or Vista? (assuming ur not linux/mac)

For some reason, i reckon' it is WinAntiVirus or WinAntiSpyware. Jakey, i suggest you go to lavalsoft.com and download Ad-Aware SE Personal, or get a trial if there is one (download & install).
Disable your internet and run a scan, once the scan has completed, disinfect or delete any infected items then re-enable your internet, then restart if necessary.
Enjoy :)

Yeah, download either (Or all of) Ad-Aware, SuperAnti Spyware, or MalwareBytes AntiMalware. They are all free & great to use, if it still comes up post a HiJackThis log @

and many more are variations of rogueware. The pretend to find problems, but they are the problem. They want you to pay them to fix these problems, and if you do pay, it may or may not work, and that may or may not be the only thing they use your credit card number for. Most variations are not terribly hard to remove, as they rely more on social engineering (getting people to believe they are legit) than being deeply infected. SmitFraudFix and other tools (if they have the right definitions) can remove most of them. You can also google the name + manual removal to find out exactly which processes you need to kill, which files to delete, and which registry entries to remove. Many variations also change the desktop to a fake warning message, and disable you from changing back. Kellys Korner has a reg fix (#128 IIRC) which will re-enable this.
