Most likely you're looking at the address of his isp or something alike. You can't get his address and/or personal info with the ip. but you can contact his isp. about it and request the info.

Yes, but attempting to access someone elses Runescape cheating forum account might not be good enough, but I don't know for sure. I guess if you got scammed or someone hacked your website etc. etc. they might take it more seriously.
