When the lightning strikes into the water, no fish floats to the surface.
But when the Simpsons put an Insect Zapper into the water.. All fish is dead. Is this true (hint: don't test it) or is it just a lame joke?

Odds are the simpsons thing was an over simplifaction if you live on a river like I do then odds are you have seen the Game and Fish shocking the water to do a fish count. Shocking the water normally doesnt not kill the fish it just stuns them and yes they do float

I posted another thread about it :) And I know they float :)
