Would it be a good idea to create an army of reporter bots to wander around cities in each world reporting every character they see to devalue reports?

That's why you use a proxy.

And besides, what are they going to do? You just sent in 1000 reports. Even if they ban you, they have a pile of reports to deal with.

Not the first time this has been suggested, and it's actually a good idea.
You would need a proxy or a different computer, but assuming it would work you could probably start autoing and not get banned because jagex would be flipping out with all the reports.
Someone made a zezima reporter once…

They're not dumb. It wouldn't "devalue all reports", it'd just devalue reports from your character(s) and result in bans.. Or do you think they'd bother taking any kind of action to your characters reports if it's sent hundreds of them and has clearly abused the system.. I don't think they really take much action, or 99.9% of it is automatic.. Most likely the banning system for obvious abusers too.
