I think you haven't tbh, as it clearly states how to recover them:
-NickServ- RECOVER Kill another user who has taken your nick

-NickServ- RELEASE Regain custody of your nick after RECOVER

No, no, no.
I've actually read it enough to know that RECOVER doesn't do what you think it does. If someone is using your name and you have a password on it, you can use that command to kick them off. It has nothing to do with regaining or changing a forgotten password. (Don't believe me? RECOVER takes a password as an argument)
