Me and my awsome photoshop skills will teach you how to make this(or something like that, you can add more black or w/e depending on your liking):

This tutorial requires to to have some basic knowledge of Photoshop.
1. Pick a image size that you want, I picked 200x200.(WIDTHxHEIGHT)
2. Fill your background with FF0000(Red)
You will have this:

3. Draw yellow(F0FF11) all over with the Brush. Make the brush thickness at around 13.Make the yellow and red an even amount.
It should look like this:

4. Draw some blue(0016FF) in the center, andd a bit out. MAke the brush thicknesss around 1 or 2. Don't go any thicker.
Make sure it's something like this:

5. Go to Filter>blur>Radial blur
and have these settings:
Amout:100
Blur Method:Zoom
Quality:Best
6. You will end up with something like this:

Now go to Filter>brush stokes->ink outlines
and have these setting(you don't have to, it's just what I did)
Stroke Length:4
Dark Intensity:11
Light Intensity:50
You should have this:

7.Now for the fun
Just keep duplicating the image and transfroming it vertical and hortizontal(Edit>Transform>Flip Horizontal/Flip Vertical). Also, for better results, try transforming it with all of the options avaliable.Remember after each transform to change the layer setting to "lighten".
I hope this tutorial helped you, and if you have any questions or comments, feel free to post in this thread.
