SCAR is an interpreter, not a compiler.
I think you mean that the 'scripting language' SCAR uses would be more like Visual Basic than Pascal, but that would be plain stupid since SCAR is made in Delphi.

The reason it's not done though is because the whole program is based off a certain scripting engine, and it would require tons (and I mean TONS) of work to add a different language, if Freddy even managed to find another engine.

No :) Compiler turns code from human readable form to computer one.
A Java compiler for example turns the .java to a .class which the JVM then uses.
