If I made an auto-spammer character, and had it spam my website in Lumbridge, how many blackmarks would I get, and would it be banned?

You would be breaking rule 1 and rule 11 at the same time.
I had an auto spammer do that and I got 63 blackmarks on one of my accounts. It was perm-muted but not banned. Jagex changed the way blackmarks are counted and their affect to your status so I can't guarantee the same will happen to your character. But who cares. You can always make a new one after right? Be sure you use an usigned client so your main doesn't get banned for it, too.

I think its .1 per offence but if you say it alot they add up, but does it really matter just make other accounts and run the tutorial Island runner!

No, Jagex rarely uses ip-banning. I don't know or heard about anyone who was. But whether you use signed or unsigned, they can still IP ban you. You'd need a proxy to completely avoid that.

I just checked my black marks and i have 5. I got banned for like 3 days when i first started playing runescape cuz i said i was gonna sell an account on ebay. That ban was now almost two years ago. I got freakin 5 black marks for one offence?? What happens if i get any more black marks? 10 is a permanent ban? How can i get halfway from a permanent ban for one little thing. Now im scared to auto on my main.

I normally auto for like 2-3 hours on weekdays on my main. And up to 8 hours on weekends. Is this amount detectable? All i really do is Jukka's guild miner and smelt and smith.
