I believe it is 15 minutes for items that are below 3k, and items that are above 3k are not visible to any other players besides the player that dropped the item.

It's not 15 minutes. I dropped a cape and a friend saw it in around a minute.

Is a cape worth more than 3k?

Please open your eyes and reread the second quote. No a cape is not over 3k which is precisely why it shows up at all. Because as anyone would know items over 3k don't show up at all. Thank you.
Oh, my bad.
I thought it ment items under 3k will appear in a minute, and items over 3k will appear in 15mins.

No drop trading anymore.
Items dropped will disappear forever.
Just in case people STILL don't know…
