For those kids who have blocks set on their comps. If your parents restricted your account and you dont know how to make your own admin account, simply use my program :)
Just download it and the instructions are in the program so be sure to read it :)
Virus free. Scan if u wish.
Also if u create the account and wish to delete it afterwards so your parents dont know, go to start–>run–>cmd–> and type net user "the account name u want deleted" /delete
type that but without the quotes.

my school network dude put symantec endpoint protection on it which blocks it and wont let me restore it becuase i dont have admin privs

isn't that same as:
CMD:
net user USERNAME PASSWORD /add
Or you can activate main administrator which one usually is hidden
net user administrator /active:yes

Any chance we can see that batch script source?
Dont take this personal, even if a batch script is virus clean it can still kill your computer. And this is a batch script converted to .exe(which i assume its converted due to it being illegal to share batch files over the net. So in that case), can you please show us the source?

It's not illegal, It's converted to exe because the guy wanted it to be.
It's prob just a net user username password /add
