Directly from wikipedia:
An application programming interface (API) is a source code interface that an operating system or library provides to support requests for services to be made of it by computer programs.[1]

How to use? In SCAR its a bit hard, check out my "Get last post banner" I used it there.
Where to use? When you want to call functions that are controlled by Windows. All Canvas, Windows, DC etc.. is controlled by windows, to work with this things, you must do API Calls..
When To use? When you can't do it in SCAR
