heres my suggestion. works with an army.
may be a little difficult to get going but should roll out on itself.?
an army of characters in lumbridge (so little to no walking for startup)
and they each go and collect runes every five minutes, an army of only six could repeat every five minutes without any greater wait time….. its just a thought
