B4/Items.scar Development

I'm a PC technician at a store that sells school supplies, so during this time of year, I am not scripting as much as I want.

I have seen a lot of things that could really use B4/items.scar (fletching.scar thread etc), and really want to finish it.

Who would be willing to develop it with me?

Where do you basically explain the B4 idea?
I thought about hovering over bankslot, getting uptext and making bitmap of lower half of the item, printing that out so it can be added to a .scar file right away, a bit like the old item database?
