Have they blocked Control Pannel as Adsriminator only? If not Remove the program Child Lock Program, Or find the location of the the Program and disable the program or higher the allow level to teen or somthing…

To Timer150, most proxies won't load Java (Runescape is coded in Java), therefore, proxies =/= runescape.
To king, sorry, I'm not very familiar with proxies and if they can/can't run Java. Maybe the higher quality pay ones can run Java, but I'm not sure.

or get the rs client and get it on a disc or pendrive or floppy and load it onto the comp, school based computers usually have a reader for pendrives.

Boot into safe mode and see if you can disable it in the startup list.

Try getting a linux live CD. Some easy and common distro like Ubuntu or DSL (Damn Small Linux) would do fine. You can torrent them and burn it. Completely free, and gets rid of all that crapware protecting you from "harmful" websites like srl-forums and runescape.com :p .

Lol, you need Java for runescape, the Java RunTime Environment.
Java is the programming language runescape is made on.
Since Java is not umm…. "Platform independent" or wuts it called, it runs on any machine, you need the Java Virtual Machine, and if you got no Java RunTime Environment, I think you dont have the VM either.
And Java is a lot of use. The lvl3s chopping yew you are dreaming atm of, are running a Java bot.
Java is any use lol.
