As much as it pains me, I'd recommend powerbot. If nothing else, they've got a huge blackmarket with many reputable sellers. Try to buy from an individual rather than a company or website. If Zikama is still active over there, he has my vouch.

Ask the seller go first to you. If they decline, ask to use a middleman.

Skype impostors are everywhere, always request a PM (through powerbot's PM system) from the seller. Make absolutely sure you're dealing with the right person.

Always send money as a gift unless specified otherwise. It's a nice courtesy to cover fees (e.g. PayPal fees).

The only other two places I know of are Sythe (which is chock-full of scammers) and PlayerAuctions (which I have no experience with).
