I would guess it's to allow for jr members to view their membership applications when they post it.

It only appears every so often, though. A lot of the time it's invisible.

I'm pretty sure it's always there for me, but I can't always see it. However, every now and then, I can scroll to the bottom of the forum and see people posting application threads through the recent posts section.

This is an issue with how vBulletin implements their permissions.
The fix is non-trivial and would require modifying vBulletin's code, which would complicate many things.
This is fine, though, as long as you're not able to see the contents of the posts, it doesn't matter that their existence is visible.
