From anyone's experience, how safe is it to purchase accounts from PA? Thanks. Any examples or stories are welcome along with your opinions.

they're good for buying gold
they're decent (at best) for buying accounts
Just keep in mind that the original owner can always recover the account and PA has no way of stopping that (you're simply hoping that PA will refund you should that occur (and tbh it most likely will, don't fall for stories of "but im quitting" or "I don't know how to recover")).
If they were easy to get a refund from, then their system would be heavily abused (sell to yourself [properly proxied], recover, & request a refund)
