Why would you want to? Proxies do nothing.
In any case, Simba has no native proxy support (for RS anyway) because it's utterly unneeded

why is it unneeded? Am i missing something? i dont want them to see that im using one ip.

Jagex doesn't ban accounts on basis of IP adress, this has been proven.

would there be any ways to add this feature myself? on 07 if you bot more then 2 accounts on one ip you get chained.
