I need simba to use as much of my network as it can.
…why do you want that?
if you want to use a lot of your bandwidth for no reason you could download a bunch of stuff (e.g torrents), then delete them & download again

Open a ton of sockets and send a ton of requests.. There are 65535 ports you can use. Consider that 25, 80, 443, etc.. are usually reserved/in-use.

Because netflix on my ps3 is constantly stealing my connection strength, and i want to direct the majority of my network to my laptop

Setup QoS on your router.
How? I dont know. every router is different and every router has different options.
But.. This would make your Netflix useless ( buffer, buffer buffer… ), so i'm confused at how this will help.
Or are you mad that someone else in your household is constantly using Netflix and stealing all your bandwidth?

speedtest.net, change your provider if it sucks…
