I seem to have had this same problem once before but I can't remember how I fixed it..

Whenever I open a scar script, it loads a new blank script instead. If I right click the file then hit open with > scar then it works fine, but now opening scripts has become a little less convenient.. this is happening for both 2.03 with srl 3.7 AND scar 3.06.

Try tools, associate scar files. It worked for me.
You can try reinstalling too.

I had tried reinstalling multiple times, and I think associating files is what started it, but scar 3.06 seems to work now.

Although 2.03 loads a blank document no matter what now..

Heh, I just realized you meant there was an actual option for that in the program.. and guess what, it appears to have worked. :D

The actual setup only handles the associating as they used to be (or atleast were supposed to be) handled before i rewrote it, while the association in scar now handles both that and standard windows association, like when you use open with and select a program as default. It also makes it so that when you choose the open with submenu in the program's rightclickmenu that you can also open the script with notepad.

Just reinstall SCAR is what i did…it worked fine then.
