For what I see, that's every map that exists on Runescape.
Clan Citadel is like a place (a town) just for your clan, where there are many places where you can train skills (mining, smithing, fm, cooking, etc), in order to help your citadel clan grow. It goes from tier 1 to tier 7, and gives the ability to add some great stuff (and get the citadel prettier) by the time you got the tier up.
As you can see at the right side of the first picture, you see many maps, all them are variations of the citadel itself (goes from tier 1 to tier 7). Hope I'm not mistaken with everything I just typed!

Yeah, it's the "true" map of the game world including all dungeons, instanced areas, and such. It's interesting to see how the Gielinor world is truly just a fraction of everything in the game :)
