is there a way to attack a NPC or human target while it's not in motion
if so can i get a link to a tutorial or a template
looking for the simplest way possible (can be inefficient)

Interacting with a stationary object is exactly the same as interacting with a moving one. Easier, even.

Look into mainScreen.findObject() if you haven't already. It's CTS2 so it'll get the job done for most things.
