My upload speed has literately been .01 MBPS for the past 12 hours (while download is at 54-60). Anyone know of a program that monitors upload speed?



Also, could somebody around my neighborhood be using the same cable service and be lagging the upload speed

If things are anything similar to UK, the speed varies depending on time of day, however if you are saying it has been like that for 12+ hours i would check my router/settings for any foreign connected devices firstly, then try a restarting your router, if that still doesn't have an effect then ring your ISP and complain.

Yes, there are programs that constantly monitor your upload speed by uploading files and therefore not giving you any upload bandwidth. sounds like a great idea.
