How risky is account buying, really?

(Note: Please don't misinterpret this. This is not an offer to buy or sell. It's just a discussion.)

So, recently, I needed an account to develop/test a potentially risky script (Runespan) that I was not comfortable running on my main yet (at least not before I had a stable version). I went to a somewhat large and well known 3rd party account marketplace and bought an account from a seller. Turns out their identity was a fake and their story was a lie. The following day, they had recovered the account by contacting Jagex directly. I got burned very hard.

I had a vague idea of the risks going into this. I was spending money I was comfortable losing in the worst case, although I had tried to take some amount of reasonable precautions. But I still feel underinformed overall. I'm a bit uncomfortable asking for advice about this, but I feel like it would be better to know and hopefully reduce the risk that I might get burned again.

How risky are account trades, really? Is this a reasonable route for me to go to get a test account for things I don't want to risk my main on? (If I wouldn't risk my account, I would not risk a borrowed account, either. That would be hypocritical.) What are the chances I lose an account that I buy on these unofficial 3rd party marketplaces?

If anyone has past experience with this, I would really appreciate the advice. Thank you!

I've never done it myself, but my piece of advice is to only pay using paypal. That is the safest way to keep your information secret and in the event they take the account back you can submit a claim with paypal and they are pretty good at figuring out if they should get your money back for you.

But Paypal don't have any protection for Virtual Items as you aren't meant to use Paypal for Virtual items.

Yeah so the buyer will always get his money back. That's why most ppl don't accept paypal from new buyers.

Playerauctions have buyer protection but i'm not sure what they would do in the case of account recovery.

Pretty overrated Playerauctions. They're not gonna do much.

I wouldn't buy accounts unless the seller has a massive amount of vouches and that he made them.

You could make an F2P account to test the middle/lower levels, and just change the colors to whatever is on the higher level once its humanly realistic for testing on your main/etc. I.E. code for esshounds and then when that is perfect just quickly change it to esswraiths instead.

Honestly buying accounts is perfectly safe, so long as you know the person very well. I would suggest buying from members here or possibly a very large seller on sythe.

Accounts are always recoverable so I would only recommend buying from someone who you can trust. Like someone you know IRL or someone who has sold accounts for years.
