This is a bug in runescape. Jagex should be aware but please send them an ingame bug report!
The issue persists through a logout to lobby. However, it will rectify itself if you log out and back in.

i've got the same issue but i don't think it's a jagex problem - none of my other clients ever have the issue, only my scripts.

What about trying to view the world map then exiting? Used to work but they updated how the game world map opens a short while back.

Yeah, I get this maybe 90% of the times I log in. It's also somewhat an issue with DirectX too.

Teleporting sometimes works. Reloading the game sometimes works. Other times it's been stuck for me.

I recommend teleporting around, everytime i use the tele to the ectofuntus it immediately fixes the issue.

Just run until your client loads more game content, which includes updating the minimap. That fixes it for me
