My Simba isn't working so I decided to do a reinstall but should I install SMART 8.0 into plugins, then 8.1, then 8.2 or could I just install 8.2 into plugins right away?

Each Smart verison is independent. It doesn't rely on any previous ones.
WHen you install a new one, Delete all the old smart plugin files, and replace it with new ones.
Make changes to smartparams.simba (if needed)
Boom. Ready to go :)
