I'm not trying to be facetious or anything here just some constructive criticism as I have seen this attempted many times and seen it fail an equal amount of times.
Why do you think users will use your website over others? Do you not feel that the marketplace for virtual goods trading platforms has been saturated? especially if you plan on operating entirely off of a forum when there are much cleaner platforms available. The average user can already trade on powerbot, sythe, PA. The google search "buy runescape gold" brings up 2.5 million hits.

Good luck with your project but I hate to see people wasting their money.

Why not just trade here? :P

Sythe's always seemed like a prime place to get scammed, so good luck on your site. I think the main issue is that unfortunately, it seems people need an incentive not to scam. The sole purpose of Sythe is for people to make money, so it attracts scammers. They join, maybe build some trust through small trades, then when something big comes along they scam. They are banned, but they don't lose anything because they joined to make money and they did. They don't care about how others think of them.

Anyway, my point is that that's why a blackmarket should never be the sole attraction to a website. If it is, then what do they lose from being banned?

TLDR; Try to find a way to discourage scammers from joining your website in the first place. I know that sounds dumb, but if people join with the intent to scam then they will get away with it.

Im not all that much into this, it will succeed because I want it too, power of positive thinking ;) People will love my site over others because it will be: friendly, heavily moderated, and community based.

Sounds like SRL's market. Reason I say this is because SRL's market is pretty heavily moderated. I mean yeah it has a huge/large amount of restrictions for new members but other than that, it sounds like the Market here? :S

I'm in full support of your idea like many other ideas but I'm not sure the cause is justified? Yeah I know 200$ scam and they wouldn't give you an IP but in all reality, see it this way: An IP means nothing with Socks5 Proxies and VPN's and what not. So your site will also have scamming.

Yeah you might take action more seriously and I have no doubt that you will, but what brings someone to a project or a site is uniqueness. What does your site have to offer that the others markets don't already have? Other than stricter action against scammers and offenders of your TOS, what makes it unique?

P.S. I haven't used any markets at all (ever) :l
SRL's is kinda dead really but you get the point I'm making.. Like flea, I wouldn't want to see you waste your money.

P.S. 2. I noticed a lot of websites spawn from members here :l What happened to @Sin;'s script website :S?

Ive been talking with some of the moderators of my site, and they agree as well as I do with you guys. I need something unique to attact buyers and sellers, well how about Free scripts for Simba, Tribot and Pulsebot? I will offer all of the bots scripts in one place, backed by the scripters of course.

Any other ideas? I am more than willing to take them all :D

How about trades which cannot take place without using a middleman, the middleman being a high ranking member of the site.

You think that would attract buyers? How about verified traders, such as those who are deemed trustworthy, for the time being, one of the admins ect?

Or if you want to create selling threads, you have to be okayed by me? OR how about all MMing services are free? OR trades over a certain value are free to MM?

I like the idea, but I dont want to be a literal player auctions. I want to offer safest trading possible..What if I sold "coins" or website currency via money pak, PP ect and then let people trade with that? Then they can cash it in for real money? That way they only trade onsite currency? Or they purchase the credits and then transfer them to other users? then they can cashout? I would have to find a way to accept PAypal without unauthorized claims being an issue though, how does PB do it?
