Not really a big deal, but in my opinion it would make sense that if a post doesn't count for postcount then it wouldn't count for quotecount.

That would also make sense, but again it's not really a big deal. Just that if we're going to decide where posts count then we may as well be consistent.

Well as I said earlier it doesn't matter, but it's just a consistency thing. Same way that it doesn't matter if post count is counted or not. At some point it was decided that postcount shouldn't count in certain places, this would just be logical.
