The best current combat exp is in fight cauldron in tz-haar. The monsters there give 2-3x normal exp, so 400k/hr combat exp is possible. There is a long list of things that such script should contain. If anyone would like to do this here is some things that should be supported:
prayer;
leaving to collect shards and then suicide to restore prayer and hp;
combat style switching(with obsidian armor);
tokkul donations;
potions;
TokhHaar-Hok (certain stun abilities are required to stop him from healing, also it spawns minions, so this is not necessary as it would be hard to code, however would be useaful as defeating it gives 20k combat exp);
lava floor evading and banking(of course).
