When editing it at Photoshop, I can almost never line up the maps together perfectly. In the picture is what the map looks like. Then when I try to move up a little to line it up, it will move too much.

After move up :

So is there any way I can line those maps up perfectly?

Zoom in more?

And euh, your map isn't perfectly straight , it's more at a North-northwest angle.
Try and have it at a north angle.

i understand what your saying, theres an option under VIEW/SNAP TO/ choose NONE.

Not sure why, but it is North for me in OSRS.

You have to keep trying till you get it(that map is from OSRS).
