How can I port a c++ application compiled with g++ to windows, and is it possible to put it in a window system?

Basically everything can be ported, but might require heavy modifications. There is not really a general way to do it. For example, if it was a network app, you would have to change from linux sockets to winsock2, changing the includes and knowing that with Winsock you can't treat a socket as if it was a file (You gotta use send(), recv(), sendto(), recvto() or their WSA equivalents).
About the windows, if you want to make it portable, you might want to use a library such as GTK. Otherwise it will probably require way too much work.

Ok, ty for the help. BTW, I think it would be a great idea if it were possible to port SCAR to GTK - the crosshair would work on linux too.
So… I guess I WILL have to make my code platform specific if it is ever to become a mainstream release. Well, thats just too bad :p.
